Instarc secures $1.43 million to bring cloud-native compliance technology to South Africa’s regulated businesses

The funding will support Instarc’s growth in South Africa, where compliance obligations under the Financial Intelligence Centre Act (FICA) are among the most rigorous on the continent.

Instarc, the Tallinn-headquartered regulatory technology company, has raised $1.43 million to accelerate the commercial rollout of its cloud-native compliance platform for financial and accountable institutions in South Africa. The platform is designed to be scalable and adaptable for compliance regimes globally.

HFO Investments, the investment arm of an Africa- and internationally focused family office, joined as a strategic investor in the transaction, advised by Athena Capital and Option 3 Capital.

Founded by James McKeown and Mesut Mercan, Instarc’s platform handles client onboarding, identity and ownership verification, configurable workflows, document management, retrievable audit records, and API integrations with institutions’ existing systems.

Rather than functioning as a standalone compliance tool, the technology is designed to embed compliance into an institution’s operating model, allowing organisations to adapt processes as regulations change without rebuilding the underlying technology.

HFO Investments supports businesses in Africa and internationally by offering active strategic guidance instead of just funding.

Option 3 Capital focuses on early-stage tech companies worldwide, while Athena Capital advises established businesses in sub-Saharan Africa and the UK.
